Public Policy & Ethics in a Digital Europe: a German View

Dr. Jens Zimmermann is a spokesperson for the Parliamentary Committee for a Digital Agenda at the German Bundestag. His interests and expertise include (but are not limited to): net neutrality, broadband development, copyright, mobile communication rules and consumer protection on the internet. Dr. Zimmermann will be joined by distinguished professors and esteemed colleagues for a round-table discussion on the state of play in Germany, Europe, and Canada on the following topics:

Developmental Evaluation: Mapping the Practice

Developmental evaluation (DE) has become a prominent approach to program evaluation, distinct from formative and summative. DE has a fluid, collaborative and integrative character, yet it also has structure. We’ll explore a visual map of 7 components of DE practice developed through a mixed methods study, and discuss the role of DE in program innovation.

Je parlerai du parcours qui m’a menée de l’environnement universitaire à la fonction publique, et plus précisément au Service correctionnel du Canada (SCC). J’aborderai en outre l’évaluation de programmes dans le contexte du SCC.

Justice and Markets – New Challenges to Open Borders

Markets are seen internationally, as both, a vehicle for the realization of justice goals, as well as a hurdle for such goals. On the one hand, many argued that the best way to realize redistributive justice in developed societies is by liberalizing trade and the movement of peoples, so that labour demand and labour supply can coalesce. Similarly, the best way to assure the realization of socio-economic redistribution is through economic growth, and that such growth is better fostered through market liberalization, rather than state interventions.
