National development planning is back in fashion. Our survey has identified 112 developing and emerging countries that have national development plans or similar documents, twice as many as a decade ago. While some of these resemble the formalistic “paper plans” that were so common in the 1960s and 1970s, others represent serious attempts to promote specific national development aims in a globalised economy.
